- Update on Elsevier contract negotiations (R. Samberg)
- UC wants research to be freely available on an open access platform
- We continue to have access to Elsevier content, but do not expect this to continue
- We have alternatives to retrieve Elsevier content when access is cut off. UC has permanent access to most journals published up through 2018
- Cambridge University Press Pilot Program
- UC and Cambridge University Press have agreed to a three-year pilot program that combines subscription fees and article publishing fees, and establishes a total cap so that the university will see no significant increase in cost
- Under this agreement open access will become the standard option for UC authors publishing in the majority of Cambridge journals
- This is the type of agreement UC is seeking with Elsevier and other publishers

- Task Force to review Berkeley Procedures in light of new MOU (I. Wang, guest)
- The new Memorandum of Understanding (MOU) agreed upon by the University and UC-AFT, and ratified March 2019 requires a review of the Berkeley Procedures for Review Of Librarian Appointments, Promotions, And Advancement to ensure that its language and that of the MOU are consistent. The Berkeley Procedures were last reviewed April 2015.
- The Task Force will suggest edits to the Procedures, and present them to ExComm for approval. After approval, the Executive Committee will move the proposed changes through to the Chancellor's Office, which has final approval of the document
- Discussion included consideration of the composition of the Task Force and timeline for completion of its review
- J. Rosario will draft a charge for the Task Force for review by ExComm
- MLS/MLIS requirement in job search descriptions (J. Rosario)
- APO is no longer allowing an MLS or MLIS degree to be listed as a “Basic Minimum Requirement” in job descriptions for positions in the Librarian Series. Instead a more generic “Advanced Degree Required” will be used
- It may be listed as a “Preferred Qualification”
- Discussion of this change
- Gives search committees added flexibility while still maintaining a strong preference for the MLIS and/or significant library experience
- B. Quigley pointed out in his emailed comments that this approach also helps attract a broader pool of applicants
- Positions won’t need to be revised and reposted in cases where a qualified MLIS candidate wasn’t found
- Also applies to all non-Senate faculty. Specific field requirements cannot be included in the basic minimum qualification and required qualifications sections, but they are expected in the preferred qualifications.
- Gives search committees added flexibility while still maintaining a strong preference for the MLIS and/or significant library experience
- J. Rosario will draft a letter for the LAUC-B membership regarding this new policy
- J. Rosario will contact Susan Wong for clarification on who writes the job descriptions for librarian positions

- Report from the Research & Professional Development Committee is available on the Assemblies section of the LAUC-B website
- 17 posters, most by librarians, some staff participation as well

- Cataloging and Metadata Council (CMC) action on Social Justice Task Force metadata bias proposal (R. Brandt and C. Tarr, guest)
- R. Brandt, on behalf of CaMeL, presented a draft proposal to CMC in April, based on work done by the LAUC-B Social Justice Task Force. The proposal is to add local subject terms to OskiCat records that have one or more of seven LC subject headings on the concept of “Illegal aliens,” including all sub headings. This will effect around 5,600 records. CMC was very receptive to the draft proposal
- The proposal is being finalized and will be submitted to Library IT for feasibility testing
- LAUC-B Conference Committee update (M. Stoner)
